"Open sewers lined a street ... and trash is everywhere."
Today's NYT reports that the African nation of Chad has failed to use national oil profits to combat poverty. In fact, "Chad weakened a law that devoted most of its oil money to cutting poverty."
Hmm, sounds like something the Bush Administration would do. Of course, we never even had that law.
